Swami Vivekananda Self-reliant Karma Sansthan Prachar (SVSKP)

Scheme implemented by- West Bengal Self Employment Corporation Limited (WBSCL).

Objective of SVSKP

“Swami Vivekananda Karmanishtha Prakashan (SVSKP)” flagship scheme to create self-employment opportunities for unemployed youth including members of backward classes, minorities and women across the state. The unemployed youth are helped to start individual or group enterprises with bank finance on fulfillment of certain criteria prescribed in the scheme.

Subsidy for Individual/Group in SVSKP

Maximum Govt. The West Bengal Self-Employment Corporation Limited (WBSCL) provides a subsidy of Rs 1.5 lakh for an individual and Rs 3.5 lakh for a group of above five for 30% and above of the project cost.

For individual people, it is called “AtmaMaryada” and for a group it is called “AtmaSamman”.

Training in SVSKP Scheme in West Bengal

The main objective of the scheme was to generate self-employment in the state. The unemployed are identified and trained wherever possible as they come up with their own projects for institutional finance, thereby subsidizing the entrepreneurs by the state government. Purpose of WBSSP

In order to provide relief from the interest burden on bank loans taken by Self Help Groups (SHGs), the state government has launched the West Bengal Swayambhairasahayak Prakalpa (WBSSP) scheme. As per this scheme with effect from 01/04/2014, the government will provide interest subvention to eligible SHGs on a part of the interest charged by commercial, regional rural and cooperative banks on bank loans.

Low interest component on loans to SHGs

Considering that on the loan component of SHGs at 11% pa on bank interest, the government will subsidize the interest component of the loan @ 9% pa and the beneficiary will have to pay the remaining portion i.e., @ 2% pa for streamlining the system. It has been decided by the Government that banks will submit the subsidy claim to the West Bengal Self Employment Corporation Limited, who will verify the claims and make the e-payment directly through the eligible SHGs. Thrust for training in Jungal Mahal areas of the state

Samaj Sathi Scheme – Personal Accident Insurance Scheme for SHGs

The state government has taken an initiative named Samaj Sethi Yojana which is a personal accident insurance scheme for the SHG members of the state. The work in this regard has been entrusted to the SHG & SE department as the nodal department and WBSCL as the implementing agency. The department assigned insurance companies to National Insurance Company Limited and Cholamandalam MS General Insurance Company Limited to provide accidental insurance benefits to SHG members.

Muktidhara (Sustainable Livelihood Project)

The department started a sustainable livelihood project called ‘Muktidhara’ during 2012-13. It has been implemented initially in Purulia and Paschim Madinipur districts, to create sustainable livelihood of the members of Self-Help Groups (SHGs) and to reduce their poverty and develop them economically. The project is being implemented in collaboration with NABARD. This project will be implemented in 7 more districts of the state namely Howrah, Hooghly, N. 24 Parganas, S. Other Self Help Group (SHG) Scheme in West Bengal – 700 crores for 50 lakh rural women

West Bengal government is going to launch a new scheme of around Rs 700 crore to bring about 50 lakh, rural women, under the Self Help Group (SHG) scheme. After this, all the women living in villages (rural areas) will get the benefit of training and loans. Accordingly, the government is aiming to make WB women self-reliant and independent.

Under this scheme, the government will provide skill development training and vocational training to rural women. Apart from this, the government will also arrange loans to make self-employed. Apart from this, the government will also promote the products of SHGs through state government departments. WB SHG scheme will result in the holistic development of women and will be in 3 phases.

West Bengal Self Help Group (SHG) Scheme – 3 Phase

WB government will implement this scheme in 3 phases which are as follows:-

  • Identification and Training (Phase I) – In the first phase, the State Govt. Will identify rural women who are not covered under the SHG network. After the identification process, the government will provide skill development training and its entire cost will be borne by the state cooperative department.
  • Loans to Rural Women (Phase II) – West Bengal government is going to provide loans to women in villages. Accordingly, the government will give interest subvention on loans from various cooperative banks and cooperative societies. Subsequently, women get these loans for self-employment at low-interest rates.
  • Promotion and marketing of SHG products (3rd phase) – The final phase of the scheme will involve the promotion and marketing of the products of these SHGs. For this reason, the government will open SHG outlets and also create a network of other state government departments such as Agriculture Marketing, Food and Supplies, and Small and Medium Industries Department.

As of now, there are around 2 lakh active SHGs in West Bengal and about 50 lakh women are associated with it. Therefore, the state government wants to increase this number to 1 crore with the addition of 50 lakh more women. After this, the government will complete this project of opening 2 lakh more SHGs in Bengal in the financial year 2018-19.
