SMILE Scheme 2022
The Central Government has launched the SMILE scheme on 12 February 2022 for the welfare of the transgender community and people engaged in the act of begging. SMILE stands for “Support for Marginal Persons for Livelihood and Enterprise”.

What is the Muskaan Scheme of Central Sector
Muskaan Yojana consists of 2 sub-schemes which are as follows:-
- Central Sector Scheme for Comprehensive Rehabilitation for the Welfare of Transgender Persons
- Central Sector Scheme for Comprehensive Rehabilitation of People Engaged in the Act of Begging
Both these sub-schemes aim at providing comprehensive welfare and rehabilitation measures to the transgender community and those engaged in begging.
Muskaan scheme launched
Launching the Muskaan scheme, the Union Minister said, “As a progressive and developing society, it is our duty to respect the identity and dignity of all sections of the society. The Ministry has ensured that each and every requirement of the transgender community and persons engaged in begging is taken care of in the most professional manner. The provision of a national portal and helpline will provide necessary information and solutions to the problems faced by the transgender community and those engaged in the act of begging.”

Muskaan Yojana budget
The ministry has allocated Rs 365 crore for the Muskaan scheme from 2021-22 to 2025-26 for social security, which is required through multiple dimensions of identity, medical care, education, vocational opportunities and shelter.
Muskaan scheme for the welfare of transgender persons and beggars
The sub-scheme – “Central Sector Scheme for Comprehensive Rehabilitation for the Welfare of Transgender Persons” – includes various components such as scholarships for transgender students studying up to class 9th and post-graduation. It also has provisions for skill development and livelihood under the PM-Daksha scheme.
Through Holistic Medical Health, it offers a comprehensive package in convergence with PM-JAY supporting gender-affirming surgeries through selected hospitals. Similarly, housing facility in the form of ‘dignity home’ ensures food, clothing, entertainment facilities, skill development opportunities, recreational activities and medical assistance to the transgender community and those engaged in the act of begging.
Provision of Transgender Protection Cell in each State will monitor the cases of offenses and ensure timely registration, investigation and prosecution of offences. The national portal and helpline will provide necessary information and solutions to the transgender community and those engaged in the act of begging, if required.
Meanwhile the sub-scheme – ‘Comprehensive Rehabilitation of Persons Engaged in Begging’ – will focus on survey and identification, mobilization, rescue/shelter homes and comprehensive rehabilitation. In addition, pilot projects on comprehensive rehabilitation have been initiated in 10 cities such as Delhi, Bangalore, Chennai, Hyderabad, Indore, Lucknow, Mumbai, Nagpur, Patna and Ahmedabad, the official statement said.
