Odisha government has launched a new health centric scheme named Nirmal Yojana. The state government has proposed Rs 370 crore for maintaining the quality of sanitation, laundry, security, horticulture and lift services in public health facilities. Odisha Nirmal Yojana aims at providing better facilities to patients and their attendants in public health facilities. Odisha Nirmal Yojana aims to provide free ancillary (additional) services to the people in all state-run government hospitals and district headquarters hospitals. The primary focus will be on providing basic amenities like sanitation, security services and ensuring affordable quality health care services for all. Nirmal Yojana will strengthen the delivery of proper health services through the public health system.

The state government has launched this Nirmal scheme to upgrade the standards of complementary services in healthcare. The government will lay special emphasis on promoting healthy and hygienic hospitals. In addition, the government will also provide basic services such as sanitation, laundry, security and lift services in various public health care facilities. The government wants to provide universal health coverage and ensure health for all.

About 91% of the citizens of Odisha depend on the public sector for health care services and because of this, Nirmal Yojana is of paramount importance.

Odisha Nirmal Scheme Component

There are 3 components to this Nirmal scheme in Odisha which include Clinic Establishment, Upgradation of Advanced Equipment and Procurement. The first 2 components will be launched in the first phase, while the third component will be launched in the third phase.

  • Phase 1: In the initial phase, the government will set up new clinics in Rajdhani Hospital and upgrade those clinics which are already there:-
  1. 1 ingredient – Establishment of Clinics – The Department of Health and Family Welfare is going to set up clinics in government hospitals for the purpose of speedy treatment. The newly established clinics can be for cancer detection, sterility, family welfare, child rehabilitation, child guidance, child welfare and vaccination.
  2. 2 components – Upgradation of Services – In hospitals where such facilities already exist, the State Government will strengthen these services and upgrade them to ensure proper treatment to the citizens.
  • Phase 2: In a later phase, the state government will procure equipment to bring facilities to the district headquarters hospitals:-
  1. Third Component – Equipment procurement – ​​The government will soon move towards procuring advanced equipment. This will ensure world-class infrastructure and facilities in the district headquarters hospitals.

Expansion of Odisha Nirmal Yojana

The State Government has decided to extend the ‘Nirmal’ scheme to strengthen the ancillary services in public health facilities with an estimated budget of ₹9815.46 lakh for a period of 5 years covering 1864 health institutions.

Below are the main objectives of the Extended Nirmal Yojana

  • Providing a better environment for patients and their attendants in public health facilities
  • To reduce hospital-acquired infections
  • To improve patient satisfaction at all levels

The scheme will also cover medical colleges and hospitals, AYUSH colleges and hospitals, and nursing schools and colleges up to the PHC level.
The state government wants to improve health services in all government hospitals and district headquarters hospitals. Odisha CM, Naveen Patnaik announced this scheme on 7th April 2018 on the occasion of Vishwa Swasthya Yojana.
