Odisha government has launched Mo Chhatua application to streamline the supply chain management of Take Home Ration (THR).

CM Naveen Patnaik has launched Mo Chhatua App under the 5T initiative of Department of Women and Child Development (WCD) and Mission Shakti (MS).

MoChhatua App is an initiative of the Department of Women and Child Development and Mission Shakti, Government of Odisha to digitize and manage the supply of Chhatua (Take Home Ration) to the beneficiaries in Odisha.

Integrated Child Development Services (ICDS) Scheme

Integrated Child Development Services (ICDS) scheme is designed to meet the overall needs of a child, health and nutritional development of children (0-6 years) and pregnant women and nursing mothers. It focuses on the cognitive and psychological development of children through preschool education. ICDS aims to break the inter-generational cycle of malnutrition and reduce morbidity and mortality due to nutritional deficiencies.

Objectives of ICDS Scheme

  • To improve the nutritional and health status of children below six years of age and pregnant and nursing women;
  • Laying the foundation for proper psychological, physical and social development of the child;
  • To reduce the incidence of mortality, morbidity, malnutrition and school dropout;
  • Achieve effective coordination of policy and implementation among various departments to promote child development;
  • To enhance the capacity of the mother to take care of the general health and nutritional needs of the child through proper health and nutrition education.

The Supplementary Nutrition Program (SNP) is one of the six services provided through the network of Anganwadi Centres. It aims to improve the health and nutritional status of children and pregnant and nursing women. Children in the age group of 6 months to 6 years, pregnant women and nursing women are provided nutritional support for 300 days in a year. Each beneficiary is given nutritious food as part of Hot Cooked Meal (HCM) and Take Home Ration (THR) under the SNP. Providing SNPs is one of the primary functions of Anganwadi centres.

Components of SNPs

Pregnant and lactating Mothers Rs. 9.50
Children (7 months – 3 years) Rs. 8.00
Severe Underweight Children( 6 months to 3 yrs) Rs. 12.00
Severe Underweight Children (3-6 Years) Rs. 4.00*
Adolescent Girls(11 – 14 yrs) Rs 9.50

This is in addition to the usual hot cooked meals (Rs. 8 per child/day) provided at AWC for children aged 3 to 6 years.

Decentralization of Supplementary Nutrition Program

The Supreme Court issued orders regarding the decentralization of procurement by encouraging the involvement of local SHGs and Mahila Mandals in the supply and distribution of THR and eliminating the involvement of contractors. As per the orders of the Hon’ble Supreme Court, the Government of Odisha in April 2011 decentralized the Supplementary Nutrition Program with the aim of reforming and revamping the ICDS system.

As part of decentralisation, all ingredients except rice and wheat will be procured locally by AWWs and SHGs. It involves greater participation of the community in implementation at the village level. The decentralization of SNPs has been appreciated by the Supreme Court of India and other states have been advised to adopt the model.

Take-Home Ration (THR)

take-home ration [टीएचआर] given to pregnant and lactating mothers; Children in the age group of 6 months to 3 years, as they do not attend AWC on a daily basis. Severely underweight children (3-6 years) are also given THR over and above hot cooked meals. THR helps address the nutritional status of marginalized and vulnerable populations in the community. A standard menu for THR has been designed and is being implemented meeting the protein and caloric norms within the approved ration cost.

  • Children (6 months to 3 years)
  • pregnant and nursing mothers
  • severely underweight children
  • adolescent girls

Involvement of SHGs for THR generation

667 SHGs are involved in the THR construction process at the project level. The SHG units have set up THR production units as per the guidelines issued by the department and are actively involved in the production and distribution of THR to the beneficiaries. The involvement of Women Self Help Groups (SHGs) and other local institutions for the production and supply of THR has ensured transparency and has resulted in inefficient service delivery and supply chain.
