The Ministry of Social Justice and Empowerment, Central Government in the last “Dr. BR Ambedkar Scheme for Social Integration through Inter-caste Marriage”. After this, the government will provide Rs 2.5 lakh to the couple in which the bride or groom is a Dalit. In addition, the government also removes the income limit of Rs 5 lakh per year. This scheme is a positive step of the Modi government to open to all and promote inter-caste marriages.

This amendment in the social integration plan will tackle the problem of low response and approval rate. Apart from this, the central government is also going to spread awareness about this scheme at the block level. The Modi government is doing away with strict pre-conditions to abolish the caste system and endogamous marriages (marriages within one’s own community).

Inter-caste marriage scheme – Rs 2.5 lakh on Dalit marriage
The important features and salient features of this Dalit marriage Rs 2.5 lakh scheme are as follows:-
- This marriage plan is meant to evaluate the socially bold move and help the couples to settle down in the initial stage of married life.
- The pre-condition for availing of this scheme is that it is the first marriage of the couple.
- Also, the marriage is registered under the Hindu Marriage Act and the couple has to submit the proposal within 1 year.
- Now the central government does away with this pre-condition that the total income of the newly married couple should not exceed Rs 5 lakh. Accordingly, for now, there is no condition/ ceiling of income limit for availing the benefits of this scheme.
- After this, each couple in which either the bride or groom is a Dalit, will now receive Rs 2.5 lakh.
- They can get this amount after submitting the Aadhaar details and their joint bank account (Aadhaar linked) to the ministry concerned.
- In addition, the target for each state has been fixed in proportion to the number of Scheduled Castes (SCs) residing in the states. However, states can exceed their limits when granting approval.
Need for amendment in inter-caste marriage scheme
- low approval rate The central government makes this amendment to encourage inter-caste marriages as the response to the social integration scheme with the previous provisions was poor. The scheme targets to provide benefits to around 500 couples per year. However, the number of beneficiaries was 5 in 2014-15, only 72 in 2015-16 (out of 522), 45 in 2016-17 (out of 736), 74 (out of 409) in 2017-18.
- strict pre-conditions – This low rate of approval is because the pairs are not meeting all the pre-conditions. For example, only those couples whose marriage is solemnized under the Hindu Marriage Act are eligible.
- lack of awareness There is very little awareness about the scheme at the block or district level. Most of the applications come from very few states like Andhra Pradesh, Maharashtra and Telangana.

Central Government Data on Inter-caste Marriage
- The central government does not release data on the basis of caste in the Socio-Economic and Caste Census. Therefore, the availability of accurate data on inter-caste marriages in India is not available.
- According to the National Family Health Survey (NHFS-III) data, the rate of inter-caste marriage in India is 11%.
- Accordingly in some states like Jammu and Kashmir, Rajasthan, Chhattisgarh, Madhya Pradesh, Meghalaya and Tamil Nadu, approx. 95% of the total married couples marry within their own caste(s).
- Also, in other states like Punjab, Sikkim, Goa and Kerala, 80% of couples marry within their own caste.
The Central Government is making every effort to revive this scheme and to do away with the traditional way of marriage based on castes (caste) and sub-castes (sub-caste).
