Himachal Pradesh government has launched HP Panchavati Yojana as a Green Belt Development Scheme for elderly people. In this scheme, the government will develop parks and gardens in every development block with necessary facilities for senior citizens of rural areas. The work under the HP Panchavati scheme will be linked with the MGNREGA scheme. The main objective of this scheme is to provide an opportunity to the elderly people to spend time walking in the parks and gardens.

In 2020-21, under ‘Panchvati Yojana’, 364 sites have been identified and work has been started at 180 places. Under the Himachal Pradesh Panchavati Yojana, parks will be set up at 100 additional sites in 2021-22. With the convergence of MGNREGA, Swachh Bharat Mission (Rural) and 14th Finance Commission, parks and gardens will be developed on a minimum of one bigha of flat land.
This HP Panchavati scheme will increase the life expectancy of elderly people keeping in mind the health needs of senior citizens. Many Ayurvedic and medicinal plants will be grown in the parks and gardens, along with recreational equipment, walking tracks and other infrastructure for senior citizens. Himachal Pradesh Rural Development Department will implement the Himachal Pradesh Panchavati Yojana.

HP Panchavati Yojana Phase 1 – Green Belt Development Plan
About 100 parks will be developed in different parts of the state in the current financial year under the Himachal Pradesh Green Belt Development Scheme. The first phase of HP Panchavati Yojana was launched on 8th June 2020 through video conferencing.

In the first phase, parks and gardens will be developed in the following areas in the state of Himachal Pradesh:-
- Gohar Development Block in Mandi District
- Bangana Development Block in Una District
- Banjar and Naggar Development Block in Kullu District
- Kaza Development Block in Lahaul-Spiti District
- Nagrota Bagwan and Reconciliation Development Block in Kangra District
- Paonta Sahib and Pachhad development block in Sirmaur district
- Tisa and Bhatiyat Development Block in Chamba District
- Kalpa Development Block in Kinnaur District
- Kandaghat Development Block of Solan District
- Rohru Development Block in Shimla District
- Badaun Development Block in Hamirpur District

Benefits of HP Panchavati Yojana
The CM mentioned that the park would prove to be a boon to the senior citizens to lead a healthy and happy life after availing the health benefits from these parks. Moreover, the HP state government was working hard to provide maximum facilities to the people of the state especially the senior citizens and Panchavati Yojana is a big step in this direction.
The spread of the COVID-19 pandemic has forced policy makers to rethink and reform the government’s policies and programs with a special focus on rural development. About 90% of the population of Himachal Pradesh lives in rural areas and hence the government is focusing on rural oriented policies which are ensuring rapid pace of development in these areas.
The CM directed the state officials to effectively disseminate policies, programs using social media. PR professionals must think out-of-the-box for effective transmission of state policies and programmes. Government machinery should use latest technologies to publicize various development plans and success stories. In addition, developmental facilities should be brought out and provided to both print and electronic media.
