Jammu and Kashmir Administration is inviting online applications for Domicile Certificate at jk.gov.in/jkeservices/. The UT government has started the process of distributing domicile certificates to its residents on 27th June 2020. As per the Jammu and Kashmir Grant of Domicile Certificate (Procedure) Rules 2020, all those who have been residing in Jammu and Kashmir for more than 15 years can apply for the certificate. All the interested people can now register and apply for the citizen by filling the Jammu and Kashmir domicile certificate online application form.

Children of West Pakistan refugees, Valmikis, displaced, PoK families and Kashmiri migrants who have settled outside Jammu and Kashmir and have been residing since 15 years, the families of central government officials will also now be entitled to domicile. - First of all you have to visit the official website of Jammu and Kashmir Government’s e-Service. https://www.jk.gov.in/jkeservices/home will go on.

- Here applicants can enter citizen registration details, residential / present address details, permanent address details, mobile number, e-mail id, login details. Applicant is required to upload passport size scanned photograph (jpg image) of size less than 50 kb. Applicable photo size in pixels to 591 * 537 px.

Eligibility to apply for J&K domicile certificate
All the people who fall in the mentioned categories will be eligible for the Domicile Certificate in Jammu and Kashmir:-
- Under the new J&K domicile rule, all those persons and their children who have been residing in J&K for 15 years or who have studied for seven years are eligible.
- Also, those who appeared in class 10 or 12 examinations in any educational institution in UT are eligible for the domicile certificate.
- Children of Central Government Officers, All India Service Officers, Officers of PSUs and Autonomous Bodies of Central Government, Public Sector Banks, Officers of Statutory Bodies, Central Universities and Centrally Recognized Research Institutes, who have served in Jammu for Kashmir of a total period of 10 years, shall also be eligible for domicile status in Jammu and Kashmir.
- In addition, all those migrants and their children who are registered with the Relief and Rehabilitation Commissioner will be given a domicile certificate.
- Children of residents of Jammu and Kashmir who are residing outside the Union Territory in connection with employment for business or other professional or professional reasons, have become eligible for grant of domicile.

J&K Grant of Domicile Certificate (Procedure) Rules 2020
The government has notified the Jammu and Kashmir Grant Domicile Certificate (Procedure) Rules 2020 on May 18. The Act allows non-locals, including non-local government employees, to register for domicile certificates. Permanent Resident Certificate (PRC) holders and other applicants can apply for the issue of domicile certificate online by providing their Aadhaar number. Applicants can get domicile certificate through online mode. PRC holders will be able to get their domicile certificate through this application without visiting any office.
The LG observed that the UT Government has taken this people-friendly initiative to provide domicile certificate through online mode in the Union Territory of Jammu and Kashmir. Lt Governor Girish Chandra Murmu also released the e-application-cum-issuance of domicile certificate in J&K.

Under the Jammu and Kashmir Reorganization (Adaptation of State Laws) Order 2020, domicile is defined as any person who has resided in the Union Territory of Jammu and Kashmir for a period of 15 years or a period of seven years. Have studied for the duration and studied in class 10th and 12th examination in an educational institution located in the UT of J&K.
