On the occasion of World Fisheries Day on November 21, 2019, the Chief Minister of Andhra Pradesh i.e. YSR Jagan Mohan Reddy proposed to YSR Matsyakara Bharosa, a scheme of government assistance for fishermen in Mummadivaram in East Godavari region. As a piece of this, 1,32,332 fishermen in the age group of 21-60 years will have to renew an upgrade amount of Rs 10,000 every year during the period of sea exclusion and leanness between April and June. Also the scheme increased the subsidy on diesel from Rs 6.03 to Rs 9 per liter for every liter continuously for 10 months, applicable on automatic (3000 Ltrs) and mechanized vessels (300 Ltrs).

In this scheme, the government provides financial assistance to the fishermen for mechanized, motorized, and non-motorized fishing nets. The fishermen will now receive Rs 10,000 from the earlier amount of Rs 4,000 due to the Coronavirus (COVID-19) lockdown. The AP government will provide the benefits of the scheme to those fishermen who are already benefited from the Rythu Bharosa, Vana Mitra, and YSR Pension Kanuka schemes. The fishermen who received Rythu Bharosa, Vahana Mitra, and pension benefits will also get leave assistance under the scheme.

YSR Matsyakar Bharosa 4th installment transfer

Konaseema District I. Polavaram No. Fisheries Assurance Program in Murmalla. Chief Minister YS Jagan distributed Rs 108.75 crore at the rate of Rs 10,000 to 1,08,755 fishing families. 107.90 crore disbursed through ONGC to 23,458 fishermen for integrated development livelihood.

Chief Minister YS Jagan Mohan Reddy said fishermen were ignored during Chandrababu’s rule and asked people to notice the difference between the previous government and our government. The Chief Minister was speaking at the fourth annual YSR Matsyakar Bharosa program at Murmalla in I Polavaram Mandal of Konaseema district. The Chief Minister said that he had seen the plight of fishermen during the padayatra and implemented the Matsyakar Bharosa program for the fourth consecutive year. The state government is providing assistance at the rate of Rs 10,000 per family and has deposited Rs 108.75 crore to 1,08,755 fishermen under Matsyakar Bharosa’s fourth phase on 13 May 2022. With this, a total of Rs. So far Rs 440 crore has been provided in 4 phases under Matsyakar Bharosa Yojana.

The CM said that the government is also providing compensation to 23,458 fishermen who lost their livelihood due to the setting up of the ONGC pipeline. CM said that we are providing compensation of Rs 108 crore per person by ONGC for 4 months to the fishing families of 69 villages who lost their livelihood. The state government also paid Rs 70 crore to the previous government.

The fishermen have made a profit of Rs 331.58 crore in the last three years and Rs 440.33 crore in four years from Rs 108.75 crore this year.

YSR Matsyakar Bharosa Scheme Third Installment Transfer

The Andhra Pradesh government headed by Chief Minister YS Jagan Mohan Reddy has implemented the YSR Matsyakar Bharosa scheme for the third consecutive year. On 18 May 2021, CM YS Jagan at his camp office in Tadepalli distributed the amount in the bank accounts of the beneficiaries. Under this scheme, 1,19,875 families will get a benefit of Rs 119.87 crore at the satisfactory level (excluding any eligible person) @ Rs 10,000.

In the last two years, fishermen have made a profit of Rs 211.71 crore, and this year it has increased to Rs 331.58 crore (211.71 crores + 119.87 crores) from Rs 119.87 crore this year.

YSR Matsyakar Bharosa Scheme 2nd Installment Transfer

In the year 2020, about 1,09,231 families got the assistance of Rs.109.23 crore. The government is providing a regular allowance to the fishing families during the ban on fishing for two years. In the last two years, fishermen have benefited by Rs 211.71 crore (102.48 crores + 109.23 crores).

CM YS Jagan mentioned that the previous governments did not help the fishermen and the YSRCP government is providing accident insurance of Rs 10 lakh to the fisherman who died in an accident while fishing.

Features of AP YSR Matsyakara Bharosa Scheme

The important features of AP Sarkari Yojana for Fishermen are as follows:-

• Enhanced assistance of Rs 10,000 (earlier Rs 4,000) to fishermen amid COVID-19 lockdown.
• Enhanced diesel subsidy of Rs 9 per liter to the beneficiaries of AP YSR Matsyakara Bharosa scheme from Rs 6.03 earlier. The AP government has identified 81 filing stations for this purpose.
• Earlier, financial assistance was given only to those fishermen who use mechanized and motorized boats. But the current distribution will also benefit fishermen who use hunting rafts.
• A total of 1.09 lakh families of fishermen will be benefited from AP YSR Matsyakara Nesta Yojana.
• In addition, ex-gratia provided to the families of fishermen, who were killed while hunting, has been increased from Rs 5 lakh to Rs 10 lakh. All fishermen in the age group of 18 to 60 years can avail it.
• CM YS Jagan Mohan Reddy announced the increase in profit after reviewing the pathetic conditions of fishermen during their 3,648 km long padayatra.

The administration has selected incorporated water laboratories at 46 places by spending Rs 56.53 crore to test the nature of water, sand, fodder, and seeds to help the water cultivators. Water ranchers will be stressed at an expenditure of Rs 1.50 per unit, for which the administration will give Rs 720 crore to profit 53,550 water ranchers. Similarly, the administration will grant rights to anglers on waterways on rent at an unsustainable expense, and contribute to an endowment in streams for breeding and discharging hatchlings.

Other benefits for fishermen in AP

The AP government will set up Integrated Aqua Labs at 46 locations for Rs 56.53 crore. These labs are going to test the quality of water, sand, feed, and seeds for the benefit of aquaculture.

The AP government has allocated Rs 720 crore for providing electricity to aqua farmers at a cost of Rs 1.5 per unit to benefit about 53,550 farmers. Other major decisions are a grant of rights to fishermen on leased canals at nominal cost and the provision of input subsidy.
